Institutional Accountability: Ending the Two-Tier System
Project 2029 treats public office as public employment. The baseline rule is simple: elected and appointed officials are accountable to the same or stricter standards than ordinary workers.

The current failure mode is a two-tier system:
- insiders can trade on privileged access
- enforcement is discretionary at the top
- conflicts of interest are disclosed late or not at all
- watchdogs are vulnerable to political retaliation
This structure rewards extraction and erodes public trust.

Financial disarmament
- Stock trading prohibition for covered officials
- Mandatory qualified blind trusts
- Real-time disclosure of material financial relationships
- Revolving-door limits after service
Enforcement with teeth
- Automatic referral pathways for major ethics violations
- Clear penalty ladder: censure, fines, removal/qualification actions, criminal referral where applicable
- Public reporting of investigations and outcomes
Independent oversight
- Inspectors General with protected tenure and investigative authority
- Whistleblower protection with independent enforcement channels
- Audit transparency: findings, remediation deadlines, and compliance status
3. Service Contract Principle
Project 2029 uses a “Truth in Service” standard:
- elected officials are evaluated on delivery and ethics, not media performance
- performance and ethics audits occur on a fixed cadence
- residents can see commitments, deadlines, and variance reports
4. Expected Outcomes
- Lower corruption risk through reduced personal financial incentives
- Faster detection and correction of misconduct
- Higher confidence in institutions across party lines
- Better policy execution because incentives align with service
5. Implementation Notes
- Most mechanisms are statutory and can be enacted without constitutional amendment.
- The design must remain branch-neutral: rules apply regardless of party control.
- Enforcement capacity (staffing, digital systems, audit bandwidth) must be funded on day one.
