Automatic referral pathways for major ethics violations
Clear penalty ladder: censure, fines, removal/qualification actions, criminal referral where applicable
Public reporting of investigations and outcomes

Independent oversight

Inspectors General with protected tenure and investigative authority
Whistleblower protection with independent enforcement channels
Audit transparency: findings, remediation deadlines, and compliance status

3. Service Contract Principle

Project 2029 uses a “Truth in Service” standard:

elected officials are evaluated on delivery and ethics, not media performance
performance and ethics audits occur on a fixed cadence
residents can see commitments, deadlines, and variance reports

4. Expected Outcomes

Lower corruption risk through reduced personal financial incentives
Faster detection and correction of misconduct
Higher confidence in institutions across party lines
Better policy execution because incentives align with service

5. Implementation Notes

Most mechanisms are statutory and can be enacted without constitutional amendment.
The design must remain branch-neutral: rules apply regardless of party control.
Enforcement capacity (staffing, digital systems, audit bandwidth) must be funded on day one.
